OH man I'm not sure how to get the old one back. BLogger has changed so many things around. YOu could try going into Design, then click on Edit HTML. At the bottom, there is a way to get to old templates... I think:)
As far as pages on top, just go into edit posts. on the top there is a button, a couple over that says Edit Pages. It is there you can publish new pages for the top bar. You also would need to add the gadget "Pages" in you layout section.
